Dear Department of Conservation,
The Department of Conservation (DOC) is required under section 58 of the Civil Defence Emergency Management Act 2002 to:
(a) ensure that it is able to function to the fullest possible extent, even though this may be at a reduced level, during and after an emergency:
(b) make available to the Director in writing, on request, its plan for functioning during and after an emergency.
I seek a copy of the plan that provides compliance with this section of the CDEM Act.
Additionally, I seek a copy of any plan (or similar document) held by the Department that outlines how it would manage a response to a large scale wildlife disaster, whether or not a state of emergency under the CDEM Act 2002 has been declared. If no such plan exists, then the supply of documents held that may discuss this issue would be appreciated.
This information is sought to establish whether sufficient arrangements including resources, plans, partnerships, MOUs and capacity are in place in New Zealand, should a major disaster strike affecting our wildlife such as recently experienced in the Australia Fires, where it was found no such plans were in place and systems were sub-optimal at the expense of such animals.
If not, there is an opportunity for organisations to collaborate to ensure our wildlife are better protected in the future.
